Criminalizing Farmers
Raising Egg Prices
Destroying Hundreds of Thousands of Roosters
The California Legislature is considering a new law (AB 928) that claims to address animal cruelty. In reality, it will kill hundreds of thousands of birds annually while criminalizing farmers and causing higher egg prices. It’s another case of Sacramento telling regular people what’s best for them. And it’s cock-a-doodle-DUMB.
Subject: Please OPPOSE AB 928 (Rogers)–It Criminalizes Farmers
Dear Assemblymember,
As your constituent, I vehemently oppose AB 928 (Rogers), and ask you to vote to hold it in the Appropriations Committee.
AB 928 is an ill-informed attempt to solve a problem by criminalizing an entire industry instead of going after bad actors. That’s why law enforcement has opposed the bill.
The real world effect of AB 928 will be to raise egg prices and force the destruction of hundreds of thousands of birds annually because there will not be adequate rescue locations to house them.
AB 928 is another case of Sacramento telling regular people what’s best for them and ask you to oppose it.
Signed,

Creates a new penalty for having more than 3 roosters per acre, or 25 roosters total on any property, with fines up to $2,500 per rooster per day.
Supporters Want to Stop Cockfighting, But This is the Wrong Solution. Cockfighting is already a felony with fines of $20,000. This prohibits rooster ownership for EVERYONE, rather than addressing cockfighting directly.
No, they are opposed. They would rather see more money to enforce current law and greater penalties for cockfighting.
AB 928 criminalizes farmers and forces animal rescue efforts to stop placing roughly 300,000 surplus roosters (surplus because hatcheries overproduce chicks) in sanctuaries every year.
We are a coalition of farmers, ranchers, and animal rescue organizations who will be hurt by a wrong-headed law that hurts us and our birds without doing anything meaningful to stop cockfighting.
Eggs are more expensive than ever. AB 928 could lead to higher egg prices and more shortages. The people pushing AB 928 say it is about protecting animals, but animal rescue groups and law enforcement agencies say it is a bad idea because it targets farmers, not criminals.
